jetta 2.0 starter engages runs with engine

I have a 2002 2.0 jetta when the starter is cold it engage run with the engine. When you restart the engine the starter disengages properly. You can start the 10 car times in a row without a problem. The flywheel looks good, feels good for what you can see. Has anyone ever ran into this strange problem? Thanks

My Jetta 4 1999, makes a cracking noise when i try to start the engine, but it does not start, checked battery and fuses, could it be the starter?
