Volkswagen-Jetta - 03 Jetta Won't Start, Clicking

I live in Maine and drive a 2003 VW Jetta standard.Yesterday morning I got in the car and tried to start it, and it wouldn't start. The lights on the dashboard came on, and the key would turn, but not all of the way. I hit the clutch and the break, and the car was in neutral, but it would not turn over. Instead, the lights on the dashboard flicker and the engine makes a rapid clicking noise and shuts off, and the key wont turn all of the way. It's been pretty cold here, but my car hasn't had any trouble starting before, so I know it's probably not the cold. I have also tried jumping the car, but it didn't help. It's clearly not the battery. Any idea what this could be?

Clearly there is a bad connection between the battery and the starter solenoid ( a short very thick cable) or ground. It sounds like your solenoid is either failing or not getting enough juice to engage and that is causing it to repeated click. You can test this by putting the booster cables between the positive and the solenoid and trying the key again.
