the left blinker light is only working to minimal capacity. All fuses are in place, new light golbes. Whats the problem

I would just try taking it to your local toyota dealer, and have them look at it. You do not want to take your own advice or even a strangers and mess things up on it even more. I would just take it to the dealership and they should have no problem fixing it.
