95 camry O/D light flashing + check engine light on

I have a 1995 Toyota Camry V6 auto w/ OD. The overdrive light is on and flashing and the check engine light is on. The car is sluggish from a dead stop but will accelerate normally after it reaches 20mph. It still shifts into O/D fine, the problem is intermittent which leads me to believe that the problem is electrical. Has anyone else had this issue or heard about this? My first thought is the PCM. I can manually shift the car into 1st and 2nd and it accelerates fine. Help!!!!

Your throttle valve cable (TV cable) could need adjusing or may have come loose off pulley at throttle on top of your engine. Use a repair manual for proper adjustment.

I owned a Toyota RAV4 Type J, 1994. Currently changed my gearbox. After the replacement, the OD light blinks whenever it's on. My mechanic suggested calibration. I think they are not related. If part fit, it fits. Any suggestion?
