95 forerunner 3.0 idol problem

Hi all, hope somebody can shed some light on this problem.

After looking for an oil leak I decided to check/add oil, the engin seems to idle a little fast 1000 rpm, when I took the cap off to add oil the rpm dropped to 750, put the cap back on and it went right back up to 1000. I assume I have a blocked smog valve somewhere any ideas? I'm also thinking that may be the cause of the oil leak ( pressure building up)

Check vac hoses on Throddle Body, pcv valve, and you might want to clean the TB. The TB is $519.00 new from Toyota, but clean and check the vac lines before you buy anything from Toyota.
