Radio/Tape Error Message on 98 Saturn

I have a 98 Saturn SW2 with a optional factory am/fm tape deck that is now showing an error message LOC in the display and will not play but seems to be powering up.

It worked fine before the battery went dead and I got a jump. Any advise on how to get it to function again?
