900 16 V limited RPM

I would like some help Please. I am a Pro technician with 32 yrs in Import and European cars. Have a 900 16 V Saab, that does not want to rev up more than 1700 RPM. Idles fine, done smoke test in intake for leaks. OK Removed O2 sensor for back pressure. Done ignition test and spark test and injector test. Checked Hall sensore for wave form. OK. Done current ramp on coil and is good but off slightly and does not correspond with hall signal. Can you help me please, Saab techs?
