It is very possible that you have the wrong relay and that is why it does not work. The usual reasoning for turn signals flashin fast....Is do to the fact that you have a turn signal light that is blown and should be replaced Relays are under the driver side dash.....

I went around to my bulb sockets (front combos, and rear markers) with a dremel and grinded out all the corrosion. I also went to make sure I have the right bulbs. On my 79 they require 1157s and 1156s. It doesn't specify long life (LL) or not-- you'll figure out which goes where but if you want the Factory Service Manual in electronic format, go to www.xenons130 .com and download it from the reference link. When I replaced my unit with a NAPA one it blew my 10 amp fuse. Go and replace that fuse, and don't use the new flasher anymore unless you want to replace another fuse. My signals would go fast sometimes which is part of why I started this whole hunt myself but since I took care of the corrosion they haven't gone rapid anymore. Now I'm tracking down a hazard light short. PS- might be worthwhile for you to disassemble your hazard switch and fresh up the contacts in there with sandpaper. Mine had corrosion on my existing one, and the one that came with my new steering column surround.
