77 datsun 280z Idles too high

When the engine is started it idels @ 700-800 rpm when it warms-up it goes to 1500-1800 rpms. It's fuel-injected sometimes it seems to be running rich, it burns the spark-plugs when i run it on high rpm's.

either the throttle body sensor is turned too rich, or the idle adjustment screw under the black cap behind the throttle body sensor is turned down too far, or both.
