Power sterring column problem

I just purchased an 1998 XJ8. It has a few minor issues and one I find frustrating. The power steering column goes in when you remove the key. When you replace the key it resets to where the memory left it except the up/down position. If you push up on the button it moves minutely and I hear a click in the area of the glovebox. It does not continue to go up as it should I have to push it up and release it about 12 times to get it up to a position I like. Anyone help me with this?
