2007 Honda Civic EX model, cruise control

I have been having problems with my cruise control. Once engaged, when going up on an incline it will do 1 of 2 things; 1)did not accelerate or 2)drop 1 to 3 mph.

Today I just had a new part installed by Honda, while driving along on the highway & going up/down on incline's it did basically the same thing; 1)on an incline it did accelerate, but once over the incline, it did not drop back the original speed I had locked it into, 2)on another incline it drop 2-3 mph.

Has anyone encounter this problem & how was it resolved??
