97 tracker torque converter problem

when in high gear conv. wont drop rpms every time almost like it it is still in a lower gear. At 70 mph rpms are at 4000 when conv. works like it is supposed to rpms are at 3400 rpm. Have check vacuum hoses and they are ok. OBD2 meter gives a code PO740 which is a torque converter clutch circuit malfunction. I can't find any wires going to the trans. It does have a vacuum modulator on it. Any ideas????
