1991 Tracker missing

On my 1991 Geo Tracker with a 1.6T5FFC7 5 speed manual.

Idle and reving engine in nuetral it runs fine. When under load and ease into throttle it is smooth. But if you get on it a bit it will cough-go-cough-go so on. Holding a steady pedal it will run for about 10 to 15 seconds and cough and go again then 10 to 15 seconds later it does it again. Does this sound like fuel or electrical?
