2000 Windstar wont shut off

I'm trouble shooting a 2000 windstar. It wont shut off. Turn off the key remove it from the ignition and the engine continues to purr like a kitten. ECM remains live although all accesories are shut down. If I remove fuse #14 for the FCM the van will run just fine on and off. install fuse 14 and the van will not turn off. ANyone ever had this problem?
