Ford-F350 - Amp Draw on 7.3L F-350

My 7.3 L F-350 has a 3.8 Amp draw on it when the engine is off. This draw is not allowing the truck to start, after sitting 4 days. I have changed the alternator, both batteries, and the glow plug rely. I have also noticed that my headlights seem to dim some at a low RPM. Any ideas. Thanks,

make sure battery is charged and disconnect either batt cable, useing a 12 volt lite tester connect one end (clip alligator)to terminal and other to disconected battery cable and lite will come on.leave on and remove all fuses one at a time keeping them in ther right places so you can relace them back later.make sure door switch is pushed in or you`ll get reading from that.if all ok there remove harness (wireing) from fire wall if still on its in body if off its in engine compartment and go from there., you may have to disconnect # 2 battery.

2000 Fe50 Super Duty Crew Cab: Door lock and unlock functions have quit whether trying to use the switches on the door or the remote key-fob. Batteries are fully charged. When trying to lock or unlock, the door lock/unlock actuators sound like they are working, and the door "buttons" look like they are trying to move up or down; but don't move completely like they should. Any ideas? And, where is the Relay Box (that holds the lock/unlock relays) located. Thanks in advance.
