What is the procedure for changing the 2 fuel filters. Looks to me like an idiot decided to put the one filter on it's side in the frame rail. I see a mess coming!

I have an 04 F350; II changed the top side filter first then bought the 1 3/8 socket for the lower unit... You need an old plastic small dishpan, a 6 mm allen to drain the water senso the use the socket and breaker bar[realy!] to start the filter cover. Be careful, its a composite or plastic and it starts hard and comes hard the first half.... before doing this, put the dishpan under the unit to catch the spillage, there will be around a cupfull , plus or minus...... install the new filter, do not overtighten, start and check for leaks..piece o cake! a little smelly but not as bad as it looks.
