Key FOB will not work/Radio on

Sometimes my F250 Lariat (V8 5.4) the radio will not turn off after the key has been removed and the key fob will not work when this happens. Also, I can hear a sound coming from underneath the dash but will stop when I turn the vehicle on. Any ideas?
