Ford-F250 - F250 Diesel won't turn over in cold weather

My 2003 6.0 L F250 Diesel won't turn over when the temp is below 20 deg F. I have new batteries and had them checked anyways, both were good. Truck either turns over and starts great or won't even click or engage the starter. Not sure if it's a coincidence but it starts when plugged in or when jumped with another vehicle (only tried once with either one). Ford tells me there is no info on my problem. Doesn't make sense how it can not work at all, but only in the cold, and then turn over great if and when it does. Starter relay or starter itself shouldn't matter about the cold, jumping it or plugging it in. Looks like a guess to me unless some else has some knowledge about this issue.Any help is greatly appreciated

this problem is a temp. sensor located on the transmission.
