'00 Check Engine Light

I live in Idaho and bought the P/U in CA. The manual states several reasons why this dash light is on; i.e., water in gas tank. Special option if CA truck. Truck just turned 90, 000. Does computer sensor determine just what needs to happen whether truck sold in CA or anywhere else?
