why does the 4wd low/high light start to flash

2002 Sport-trac rear tail light won't work. I've replaced the bulb several times as well as the assembly. I believe it is in the blinker on the stearing column because it has happened before. Does anyone else have this problem? How was it fixed? Can I do this myself?
