96 Explorer Electrical Issues

I have a 96 Explorer. The heater is not working, the fan does not seem to be working. We have tested the blower motor and it does work. Have taken off the resistor for the blower motor and it appears to be fine. Have checked fuses. Still not working.

Also, the electric windows are not working.

Any suggestions??
