I have a 1996 Ford Contour that will not pass the smog test as it fails to complete the OBD self test. I have talked to various people who have told me that this is a problem with this model.

When I run a scan tool it fails to complete any of the tests comes up "not ready"

Anyone have any ideas what's wrong?
