'89 Van-Wiper problems

'89 B250 van, 2spd wiper w/intermittent module. Blows fuse when turned on. Also blows fuse when turned off. But if left on in 2-spd mode, can be operated by using fuse as switch. Removing intermittent module makes no difference. Should I just wire in a toggle switch and leave wiper switch permanently on in 2-spd mode?
