95 Neon cut out, now won't start

My 95 Dodge Neon cut out as I started to pull away from the lights the other day and has refused to start since.

The electrics work, and the starter is turning over, I am just not getting it to get the engine to start.

Engine light gave code 13. I did notice while I was doing the code run that there was a smell of gas (may or may not be related). Any ideas?
