Bad timing, won't start when hot.

2002 dodge dakota 4.7 l v8. If it's cold and I try to start it it starts hard like bad timing maybe. Then if it gets hot my radiator fan kicks in real loud and I lose power and if I turn it off when it's hot it won't start until it cools down. Terrible gas mileage. I bought a brand new ecm thinking the PCM was fried but that was just a waste of 300 hundred dollars. I just had a baby and I can't have her stuck in the heat every time the truck gets hot. Please help me.
