wont start

hi idk if anyone can help me but i have a 99 dodge dakota sport i wrecked and its been sitting in my yard for atleast a year i had the motor covered with a tarp yet some how i still got water in the motor ive drainde the oil and water put new oil in it and it still turns over but doesnt fire is there something i should check im really close to giving up please help me if you can
