2002 dakota down shifts at low speed

I have a 2002 auto trans 4.7 engine and @ less then 35 if you let off the gas it will down shift. It has been back to the dealer and auto stores and they run the code and the only thing that shows is the PMC failed. The check engine lite stays on and the only problem is the down shift and poor gas mileage abt 10 to 11 mpg. this has abt 130000 miles. can you help???????
