fuse blowing! Why?

have a 91 suburban, everytime i turn the headlights on i blow the instrument panel fuse. i still have headlights and brake lights and turn signals, just no tail lights when headlights are on. where do i start tracing it

Locks on both rear glass and rear door (one unit door, not split) on 2005 Suburban both quit responding to the remote at the same time. All other locks still work and respond to remote. Suburban has 75, 000 miles and has be garaged.
