Chevrolet-S10 Pickup - 99 s10 starting problem any suggestions

Have a 99 s10 2.2 manual. About a month ago truck would not start, pop start, or even crank. Battery and alt. good. Let truck sit for 2 days started right up and ran fine for about a month. Now trucks dead again. Checked fuses and relays all good. Headlights, dasshlights, ect. all work. Any suggestions?

Insurance sent me to their shop and their PEOPLE HAD MY S10 TRUCK FOR 17 days and it took them 14 days to even get it started according to what they told me. It was different story every other day, Only the Office manager speaks english and she doesn't know what is going on. It was one story after another. They finally Left me a message after 16 days that my truck was fixed and ready for pickup. It was not! When the guy was smiling at me and saying the spark plugs were wet I wondered why and how so he put the hood up I asked him to show me what he fixed the guy said there was water in the oil. They claim they charged the battery and cleaned the spark plugs and another plug over the exhaust system but it is not shown on the estimate. and They only billed the insurance company for 8 hours of labor to put on a new bumper but my truck was towed there because it had stopped running after a rear end collision so the bumper was the least of my concerns. When it was supposed to be taken to diagnostics this morning, 19 days after they got it, it mysteriously had 2 flat tires which they did not bother to tell me so I was informed by the insurance agent that the tires had been slashed. They are of course denying everything and since the tires had been "slashed" according to them they could not take it to be diagnosed. The owner never bothered to speak with me or call me back even thought I was promised he would let me know what was taking so long day after day. The insurance company doesn't now what happened and I cannot do know that the truck was running fine before the accident. In fact they say now not to drive it so why did they tell me to come pick it up on friday that it was fixed.

Now I find they don't even have a diagnostics machine so what am I to think? something stinks here. Any experts out there.

Have a S10 chevy truck 1995.When I turn the lights on and the wipers, the wipers slow down. When I turned on the signal lights if i press the foot brake or the emergency brake, the signal lights stay on. Same thing happens when I turn the flashers on or when I put the foot brake.
