Fog Lights

I want to install mounted fog lights on my Bu (2000 base model). First, I can't figure out how to get the dash off, I got the black strip off etc. but not the beige part. Second, where should I drill to get the wiring into the car for the switch, I can see absolutely no room at all? Is this basically impossible or something I shouldn't do myself?
