Is there a fuse in a 92 chevy astro van that would knock out the fuel pump and headlamps if it failed?

Check to terminal block behind the battery. I have a 95 that the fuel pump and head lights stopped working. I have one of those plug that feeds the fusible links. I found it partially melted. So I took a ring lug and crimped to the fusible links and then hooked a power temrinal. I noticed that the 94s and earlier had a different style and 96s and newer different style. In other words check your fusible links and the location is behind the battery on the firewall.
