Front LIcense Plate holder wrecked, need solution

Someone backed into my 93 Legend in a parking lot. The license plate holder was wrecked, dangling. I couldn't re-attach it. Does anyone know of a replacement solution? Screwing a metal frame straight into the plastic bumper seems lame and risky. I'm in CA, front license required, tickets are way expensive here. There are brackets for sale all over the web, but the Rube Goldberg system for connecting it just doesn't work any more. Any help?
